How to open a taxi fleet in Uzbekistan

A 2026 step-by-step guide: registering the business, licensing, connecting to Yandex Go, commissions and taxes, driver requirements and automation.

Opening a taxi fleet in Uzbekistan means registering the business, obtaining the necessary permits, connecting to order aggregators and setting up work with drivers and payouts. Below is a step-by-step plan based on the current regulations. Requirements and rates change periodically, so verify the latest details with official sources (the Ministry of Transport of Uzbekistan, my.gov.uz, lex.uz).

Step-by-step plan

1

Register the business

Register as a sole proprietor (YaTT) or an LLC (MChJ). Registration is done online via the my.gov.uz portal or at a public services centre using a digital signature and PINFL — the procedure takes about one business day. The state fee is roughly one BRV (the base calculation value; from 1 August 2025 the BRV = 412,000 UZS), with a discount for online submission.

2

Obtain the licence and permits

Passenger road transport in Uzbekistan is licensed by the Ministry of Transport (the base regulation is Cabinet of Ministers Resolution No. 994 of 05.12.2018). Passenger-car taxi drivers work under a licence card and self-employed status, which are issued via MyGov. Important: the licence is only valid in the region it was issued for. Take recent acts into account — for example, CMR No. 200 of 02.04.2025 and the non-linear taxi experiment in Tashkent, in effect until the end of 2026.

3

Connect to an aggregator

The main source of orders is aggregators. Become a partner fleet of Yandex Go and/or Wildberries Taxi. A self-employed driver appoints the fleet as their commission agent, while the fleet acts as a partner in the service's dispatch system. Factor in the commissions: from 1 December 2023 the Yandex Go commission from partner fleets was raised to 14.6%, and the fleet also sets its own commission on top of that. Check the current commission with the service.

4

Recruit drivers and cars

Attract drivers with their own cars or provide fleet vehicles. For commercial passenger transport, an annual driver medical check-up and an annual vehicle technical inspection are mandatory. A strong argument for drivers to choose your fleet is fast, transparent payouts. More for drivers: working at a taxi fleet.

5

Automate accounting and payouts

So the fleet runs without manual routine, connect SAFA ONE: receiving aggregator orders, instant card payouts to drivers via a Telegram bot, and full fleet control in a single panel.

Taxes and commissions: what matters

  • From 1 January 2026, the service automatically withholds 1% income tax from a self-employed driver's earnings on every order (based on Presidential Resolution PP-247 of 12.08.2025).
  • If a driver's annual income exceeds 1 billion UZS, the 1% withholding stops and the general regime applies (profit tax and VAT).
  • In practice, a driver pays two commissions: to the aggregator service and to your taxi fleet. Transparent accounting of these amounts is an important part of drivers' trust in the fleet.

Important: regulatory requirements and the amounts of fees, licences and commissions change periodically. Before launching, verify the latest data with official sources — the Ministry of Transport of Uzbekistan, my.gov.uz, lex.uz — and consult a lawyer if needed.
